You must have the JIRA System Administrators global permission before you can carry out the instructions on this page.
The Permissions administration screen let you able to restrict the visibility of the Request Approvals and the Issue Approvalbuttons on the view screen of an issue.
You are able to manage these settings by Projects and to grant privileges to Groups, Project Roles, Reporter and Assignee.
Overview
The Permissions administration screen looks like as follows:
If no setting is applied, the default behavior is the following:
the Request Approvals button shows up for any user having browsing permission on the issue
the Request Approvalsbutton shows up on any issue found in the source status requiring approvals
the Issue Approvalbutton shows up for JIRA System Administrators, project lead, users in the group jira-administrators and in the project role administrator.

Manage restrictions on the capability to notify an Approval Request via email
Navigate the Approval Request tab on the Permission Administration screen in order to:
enable the Request Approvals button on the issues belonging to the selected projects exclusively
The available options include:
All. It allows to enable the Request Approvals button on all projects (Default)
Only Selected Projects. It allows to enable the Request Approvals button on the selected projects exclusively. Do not select any project to avoid displaying the button on any project.
When choosing to enable the Request Approvals button on the selected projects exclusively, just click Add Projectto append the selected project to the list of Selected Projects.

The Project select list will include all projects enabled to display the Request Approvals button. Click Add Permissions to grant permissions to display the Request Approvals button to Users, Groups, Project Rules, Report,Assignee and Project lead.

Navigate the Define Custom Approval Rules for single issue tab on the Permission Administration screen in order to:
enable the Issue Approval button on the issues belonging to the selected projects exclusively
When choosing to enable the Issue Approval button on the selected projects exclusively, just click Add Projectto append the selected project to the list of Selected Projects.
