You can easily setup the number and the max size of files that may be attached to an issue. by performing the following steps:
- Select Settings (
) → Add-ons → Herzum Attachment Manager → Configure Attachments - Click Add new attachment limit
Choose a Project from the drop down "Project Name"

If you set a negative number on the Max Attachment Size, the overall Jira setting is assumed to be checked out
